Transmission Gauge - Sulfurmeter 1

DESCRIPTION:

1 The Model SM-1001 Sulfurmeter was designed to control the blending of high and low sulfur coal.

The device was permanently installed, cylindrically shaped (8.5'

[2.6 m] tall by 6'

[1.8 m) j in diameter), and consisted of the following components: shielded housing, coal conveyor belt, sealed source, source wheel, control i

board, and scintillation detector.

The device was designed with the conveyor belt traveling through the shielded housing over top the source wheel.

The source i

wheel, which is made of borated epoxy, was aligned vertically and perpendicular to the motion of the conveyor belt.

The sealed source was secured within the perimeter of the source wheel.

When in the OFF position, the source wheel was rotated so the source was at the bottom of the source wheel.

In the ON position, the source wheel was oriented with the source at the top of the wheel just below the conveyor belt.

The neutron source then radiated the coal prompting it to emit gamma rays.

The characteristic gamma rays were then detected by the NaI j

scintillation detector mounted over the conveyor belt within the l

shielded housing.

The device was operated between its ON/OFF positions manually by an air pressure switch mounted on the control board.

Electric light annunciators, mounted on the shielded housing and the i

control board, indicated the position of the source.

There also was a mechanical signal arm which indicated the source position mounted to the shielded housing.

In addition to the manual switch, the device was equipped to automatically retract the 1

source to its OFF position in the event of an air failure, power 1

failure, or starvation of the conveyor belt.

l The shielded housing was made of borated parafin and epoxy 3

encased in aluminum.

The aluminum helped make the device structurally sound.

The shielding was designed so the external dose rates at 1 foot (30.5 cm) from the surface of the device did not exceed 1 mR/hr (10 Sv/hr) gamma and 0.5 mR/hr (5 Sv/hr) neutron.

The overall design of the device ensured that the source was completely inaccessible without special tools and access to the radiation beam area was impossible due to the conveyor being full

l LABELING:

The device was labeled in accordance with 10 CFR Part 20. The label contained the radiation symbol, isotope, quantity ~of the isotope, activity, model number, serial number, name of manufacturer, and the words " CAUTION-RADIOACTIVE MATERIAL".

i The label was metal with the above information inscribed into it and was permanently attached to the device with screws.

CONDITIONS OF NORMAL USE:

The Model SM-1001 Sulfurmeter was designed for use in a manufacturing environment to determine the sulfur content of coal.

The environmental conditions in the area were suitable for humans.

PROTOTYPE TESTING:

The source wheel and the rotary actuator of the Model SM-1001 l

were tested in a SAIC laboratory for an equivalent of forty years.

The Sulfurmeter was in operation at Detroit Edison's Monroe Power Plant for 10 years with no incidents of malfunction.

Transmission Gauge - Sulfurmeter EXTERNAL RADIATION LEVELS:

The radiation levels from the device were controlled with shielding such that the levels did not exceed 1.0 mR/hr (10 Sv/hr) gamma and 0.5 mR/hr (5 Sv/hr) neutron at 1 foot (30.5 cm) from the surface of the device.

Actual radiation profiles performed by the user show the radiation levels were less than those stated.

OUALITY ASSURANCE AND CONTROL:

The Sulfurmeter was installed at Detroit Edison's Monroe Power Plant in March, 1980.

At the time of installation, installation inspection practices were followed and installation and operational test were performed by SAIC and Detroit Edison.

The device was in safe operation since this time without any incidents, therefore, confirming design specifications were met.

LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

The device was only used by Detroit Edison, the customer user identified in this certificate.

However, Detroit Edison no longer uses or possesses the device.

  • The device was require to be leak tested at intervals not to exceed 6 months using techniques capable of detecting O.005 microcurie (185 Bq) of removable contamination.

Handling, storage, use, transfer, and disposal:

was determined by the licensing authority.

This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.

SUMMARY

Detroit Edison no longer possesses or uses the Model SM-1001 Sulfurmeter.

The device was designed so the sealed source can only be removed from the device by means of a specially designed Retrieval Rod.

Use of this Retrieval Rod was restricted to," Responsible Individuals" as described in Detroit Edison's Acolication to Renew NRC License No. 21-02335-04.

Based on review of the device design and information submitted by Detroit Edison, we concluded that the device was acceptable for licensing purposes as specified in this certificate.

Furthermore, we concluded that the device would be expected to maintain its integrity for normal conditions of use and accidental conditions which might occur during uses specified in this certificate.

The following supporting documents for the Model SM-1001 are hereby incorporated by reference and are made a part of this registry document.

Detroit Edison's amended application dated November 14, 1988, and letters dated August 29, 1989, and September 17, 1996, with enclosures thereto.

Request to Terminate Custom Device Registration - Certificate Number NR0590D123S; Detroit Edison requests to erminate registration of its sulfurmeter, a custom device registered in accordance with 10 CFR 32.210 and assigned to fee category

98. The sulfurmeter was used under byproduct materials license no. 21-02335-04 at Detroit Edison's Monroe Power Plant,3500 East Front Street, Monroe, Michigan.

On July 19,1996, TN Technologies,2555 North IH35, P.O. Box 800, Round Rock, Texas, came to the Monroe Power Plant and took possession of 62 nuclear level gauges, the Cf-252 sulfurmeter source, and six small reference standards under the authority of Texas radioactive materials license no. LO-3524. In preparation for TN Technologies' arrival and under the authority of Monroe Power Plant's license, the nuclear gauge source holders had been removed from the plant's coal handling systems and placed in storage, and the sulfurmeter source had been transferred from the instrument to its shipping cask. The shipping cask, with source, was likewise placed in storage.

storage of the nuclear level gauges and reference standards, and the transfer of the Cf-252 sulfurmeter source from its shipping cask to a TN Technologies i

container. The report confirms that there were no leaking sources. Enclosure 2 is TN Technologies' letter of receipt and ownership.

j Since no source was leaking and since these were the only sources installed on coal handling systems, the sulfurmeter, the sulfurmeter shipping cask, and all locations where the sources were installed or stored were cleared for unrestricted use.

j The sulfurmeter will be dismantled and sold as scrap.

This is not a request to terminate byproduct materials license no. 21-02335-04.
