Dear Sir:
The NRC was notified of a potentially reportable deficiency in the ref-erenced telephone conversat!on. At that time, it was estimated that a determination of reportability would be made within thirty (30) days (December 8, 1985).
Due to the extensive investigation and evaluation required, an Interin Report is attached.
It is now expected that this information vill be finalized by January 3,1985, at which time a complete report vill be submitted.

Potential Problem A Bechtel PSQD audit conducted in October. 1985, at the General Elsctric Company. (GE) Philadelphia, PA.. identified a lack of compliance to Bechtel/
l ANPP Purchase Order requirements for Q1E materials.. The. initial evalua-i tion of the problems indicated that material may have been supplied to -
Unit 3.
Subsequent to this, a ' vendor surveillance was performed to

tential deficiency h'as revealedLa programmatic problem rather than,a material problem and preliminary results indicate the potential deficiency 1
is not safety significant.

Problem Resolution Plan Bechtel Engineering and APS are currently evaluating GE's audit find-ing responses to determine reportability and technical justification for corrective action. This potential deficiency has been isolated to Unit 3 only.
