Generic Letter (GL) 96-05 (Reference 1) requested that licensees establish a program to verify on a periodic basis that safety-related Motor-Operated Valves (MOVs) continue to be capable of performing their safety related functions within the current licensing basis of the facility.

This letter provides the GPU Nuclear 180 day response for TMI-l which includes a summary description of the MOV Periodic Verification program for TMI-1.

GPU Nuclear is a member of the Joint Owners Group (JOG) MOV Periodic Verification E

l committee and the BWR Owners Group. Accordingly, TMI-1 is participating in the JOG E-i periodic verification program. The details of that program were provided to the NRC in a g:

dymanic testing.

Static Testing:

All valves in the TMI GL 89-10 MOV Program will be statically tested at a frequency

based on margin and safety significance. The test frequency matrix is provided in

}

" 6710-97*21'01 Page 2 of 2 NEDC-32719 (Reference 2). Margin calculations for each MOV willinclude consideration for the uncertainties defined in the TR (Reference 2). Safety significance will be ranked based on NEDC 32264 (Reference 3). The maximum interval between static tests will not exceed 10 years (5 refueling intervals).

Dynamic Testing:

GPU Nuclear will perform dynamic testing of the TMI-l valves assigned by the JOG.

Results from JOG dynamic testing will be periodically assessed and factored into the TMI-l Periodic Verification program.

All MOVs in the GL 89-10 program are statically tested periodically to ensure that positive margin for operability is maintained. This is in addition to the stroke time testing currently required by the Inservice Testing (IST) Program. TMI will modify the static test frequency for all MOVs to that defined by the JOG Periodic Verification program matrix starting with j

the Cycle 12 Refueling (12R) Outage, which is scheduled to begin in September 1997.

Dynamic testing required to support the JOG program will also begin during the 12R Outage. Changes to the JOG Periodic Verification program resulting from NRC review and approval will be incorporated into the TMI-l Periodic Verification program within

3 months following NRC approval of the TR, but not before the 12R Outage.

1 The TMI-l MOV Periodic Verification program, including the references listed above, will be available at the TMI site for NRC review during the inspection by NRC Region I which is scheduled for September 1997 and the results from initial testing in accordance with the program will be available for review following the 12R Outage, which is scheduled to end in October 1997.
