November 21, 1985 Docket Nos. 50-338 C/

and 50-339 O ((/

Mr. W. L. Stewart Vice President - Nuclear Operations Virginia Electric and Power Company Post Office Box 26666 Richmond, Virginia 23261

Dear Mr. Stewart:

I

SUBJECT:

GENERIC LETTER 83-28, ITEMS 3.1.3 AND 3.2.3 (POST-MAINTENANCE TESTING): NORTH ANNA POWER STATION, UNITS NO. 1 AND NO. 2 (NA-1&2)

The Commission has completed the review of your responses dated November 4, 1983 and February 8,1985 for the subject noted above, Items 3.1.3 and 3.2.3 l

are concerned with the review of existing Technical Specifications (TS) for post-maintenance testing requirements that may degrade rather than enhance safety.

Based on the review of your responses, we have concluded that at the present time no post-maintenance test requirements were identified in the TS that degrade safety. However, as part of your continuing evaluation, you should factor in such reviews to future TS changes to assure that future post-maintenance testing does not degrade the level of safety.

On this basis, we find your responses to these items are adequate in content and therefore are acceptable. We consider our review of items 3.1.3 and 3.2.3 for NA-1&2 to be complete.

Sincerely, Edward J. Butcher, Acting Chief l
