Docket No. 50-271/85-19

Vermont Yankee Nuclear Power Corporation

ATTN: Mr. Warren P. Murphy

Vice President and Manager

of Operations

RD 5, Box 169

Ferry Road

Brattleboro, Vennont 05301

Gentlemen:

Subject: Inspection No. 50-271/85-19

This refers to your letter dated October 4,1985, in response to our letter

dated September 6,1985.

Thank you for informing us of the corrective and preventive actions documented

in your letter. These actions will be examined during a future inspection of

your licensed program.

Your response to Violation B stated that an interim compensatory measure to

assure CAS-SAS monitoring effectiveness would be implemented until a permanent

correction to the hardware is made. As discussed in a telephone conversation

between Mr. Babbitt of your staff and Mr. Madden of this office on November

21, 1985, we request that you review the schedule identified in your October 4

letter in an effort to expedite implementation of a permanent solution.

Please provide us the results of your review, . including justification for the

schedule, in writing, within twenty days of receipt of this letter. In

addition, we note that the interim compensatory measure which was implemented

constitutes a change in your NRC approved physical security plan and, therefore,

must be handled accordingly.

The response requested by this letter is not subject to the clearance proce-

dures of the Office of Management and Budget as required by the Paperwork of

Reduction Act of 1980, PL 96-511.

Your cooperation with us is appreciated.

Sincerely, ,

-
