Transmittal of Changes to the Radiological Emergency Response Plan Pursuant to 10 CFR 50, Part 50.54(q), five (5) copies of changes to the Fort Calhoun Station Radiological Emergency Response Plan are being provided to the Commission. Three (3) copies (for control copy numbers 154,155, and 156) are provided for your office. Two (2) copies (for control copy numbers 165 and 166) have been provided to the Document Control Desk in Washington, D.C.
A transmittal sheet is provided for each copy to confirm receipt of the serialized document.

P - RESPONSIB'LITY FOR THE PLANNING EFFORT: DEVELOPf1ENT, PERIODIC REVIEW AND DISTRIBUTION 1.0 Responsibility for Radiological Emergency Response Planning The authority and responsibility for radiological emergency response planning is a corporate function administered by the llanager -
Radiological Health and Emergency Planning (RHEP). The development, review, and updating of the Radiological Emergency Response Plan and Implementing Procedures together with all offsite planning coordination are included in this responsibility.
' he Manager, Fort Calhoun Station is responsible for maintaining adequate emergency response capability for all assigned station personnel. This position interfaces with the Manager, RHEP for maintaining the onsite emergency preparedness readiness and requirements. The Fort Calhoun Station Supervisor, Administrative Service and Security shall assist him and serve as the Site Representative and Coordinator for the onsite plannir.g effort.
An Emergency Planning Coordinator shall ensure revisions are properly processed and distributed and appropriate training and written implementation provided.
Emergency Preparedness Test No. 9 (EPT-9), " Emergency Plan Review,"
ensures that copies of the Plant Review Committee and Safety Audit and Review Committee reports are forwarded to the Manager - Radiological Health and Emergency Planning who will review all comments or recommendations and assign them to responsible personnel for action or resolution.
If c7 ordination with State or local agencies is required, the Manager - Radiological Health and Emergency Planning will act as interface and shall specify a completion date with this assignment. Upon receipt of all responses, he shall then prepare a change package to the plan and submit it to the Licensing Department for processing and approval in accordance with existing Licensing Department procedures. Once approved, the Manager - Radiological Health and Emergency Planning will evaluate the plan changes and notify the respective State and local government agencies of changes affecting them or requiring changes to their plans.
The Radiological Emergency Response Plan and approved changes to the plan will be forwarded to all organizations and individuals with responsibility for implementation of the plan. The revision number and revision date of each page of the plan will appear in the Table of Contents as well as on each page. Additionally, the revised pages will be marked to show where the changes have been made. A new edition of the Radiological Emergency Response Plan will be issued when major technical and significant philosophical changes are required.

Administrative Services and Security and the Emergency Planning Coordinator shall assemble in formal meeting, at least quarterly, to review the status and progress of the program and plan improvements.
The Manager - Fort Calhoun Station shall attend at least one of these sessions annually.
2.0 Review and Update of the Emergency Plan g

The Plant Review Committee (PRC) shall review the Radiological Emergency Response Plan and the Emergency Plan Implementing

Procedures annually. The review shall be conducted as outlined in EPT-9. The PRC review will include all changes made to the plan

since the last review, status of all open items from the previous plan reviews, and all comments or recommendations generated during h the critiques of all drills and/or exercises conducted.
It shall also include review of all letters of agreement. The results of the PRC review shall be documented and should include a summary of all discrepancies and recommended corrective actions.
2.2 Audits of the Emergency P1an 2.2.1 Safety Audit and Review Committee Audit The Safety Audit and Review Committee (SARC) will l
conduct an audit of the Emergency Plan annually, independent of the PRC review. The audit shall be conducted as outlined in EPT-9.
The audit shell include the Radiological Emergenc/ Response Plan, implementing procedures and practices, training, readiness testing, and equipment availability and operability. The results of this audit shall be documented ano distributed as specified in Technical Specifications 5.5.2.10.c.
The SARC audit shall fulfill the requirement of the independent review required by 10CFR50.54(t). The results of this audit shall be retained for a minimum of five (5) years.

" Update of Emergency Telephone Numbers." Any changes in phone numbers or organizations will be documented and a revision to the Radiological Emergency Response Plan will be generated.
