Subject: 50-322/85-21

A special' inspection was conducted by Mr. E. M. Kelly of this office during the

period April 9 - May 10, 1985, regarding allegations concerning Shoreham

Station made by two former LILC0 employees. The concerns were originally

expressed in two newspaper articles; one published in The Suffolk Times on

January 17, 1985, and the other published in The Riverhead News Review on

January 25, 1985.

In response to the first newspaper article, NRC Region I conducted Inspec-

tion No. 50-322/85-10 at Shoreham on January 28-31, 1985. A report of that

inspection was issued on February 19, 1985. To better understand and define

the nature of the concerns, interviews were conducted by Region I personnel

with the alleger, Mr. George Henry, on February 19 and 27, 1985. This inspec-

tion followed-up Mr. Henry's eight original technical concerns, plus two new

concerns related to emergency sirens and concrete grout repairs. While we did

substantiate that a problem does exist with the motor contacts on those

sirens, which your staff had previously identified and is correcting, no addi-

tional problems were identified during this inspection which would change our

preliminary conclusions documented in Inspection Report 50-322/85-10. This

concludes NRC Region I's inspection of the technical allegations presented by

Mr. Henry.

Following the second newspaper article, an interview was conducted with that

alleger, Mr. Ron Stanchfield, on February 4,1985. This inspection also

addressed the three technical concerns presented by Mr. Stanchfield, finding

them to be unsubstantiated and in some cases insignificant. No further in-

,

spection of these issues is expected.

No violations of NRC requirements were found during this inspection, and a
