Dear Sir:
On September 25, 1985, representatives from the NRC Staff, Westinghouse Electric and Duke Power met at the Catawba site to review the implementation of inadequate core cooling instrumentation (ICCI) at Catawba.
The meeting was documented in a November 7, 1985 meeting summary by the Staff.
The purpose of this letter is to provide responses to items noted in the Staff's meeting summary.
It was noted in the meeting summary that the accuracy of the reactor vessel level indication system (RVLIS) would decrease with the reactor coolant pumps running.
RVLIS's accuracy is in fact unaffected when the reactor coolant pumps are running.
The indications given by RVLIS when all or combinations of reactor coolant pumps are running are just as accurate when no pumps are running.
The expected RVLIS indications for the different pump running combinations are provided to the operators by means of a chart in the control room Data Book.
The meeting summary also stated that the accuracy of RVLIS improved considerably after installation of a temporary cooling unit in the switchgear room.
To the contrary, the accuracy of RVLIS is unaffected by the ambient temperature in the switchgear room.
However, the reliability of RVLIS was improved by the installation of temperature cooling units.
Qualified cooling units are to be implemented by NSM's CN-10593 (Unit 1) and CN-20023 (Unit 2).
CN-10593 is currently scheduled for completion by July 1, 1986 and CN-20023 by October 1, 1986.

- Mr. Harold R. Denton, Director January 8, 1986 Page 2 By way of the meeting summary, the Staff requested descriptions of the existing ICCI and the planned upgrade.
The various components that makeup the ICCI'(Subcooling Margin Monitor (SMM), core exit thermocouples (CET) and RVLIS) are discussed in detail in Section 1.9 of the Catawba FSAR.
As noted in that discussion the incore
. thermocouple system will be upgraded for. Unit 1.
The upgrade was further-described in my letter of December 31, 1984.
These upgrades have already been implemented on Unit 2 as observed during the audit.
Details of the Unit 1 upgrade of the SMM and the description of the Unit 2 Inadequate Core Cooling Monitor (ICCM) are contained in the Westinghouse manual ICCM 86.
This document was available for review during the site audit.
Since this document is proprietary to Westinghouse and is not available in a non-proprietary version, it is not considered appropriate for submittal.
However, the document is available at the Catawba site or at Westinghouse's office in Monroeville, PA.
As noted in the FSAR, the ICCI for Unit 1 is fully operational.
Upgrades of the SMM and backup display will be completed prior to startup following the first refueling outage in accordance with License Condition 15.
The ICCI for Unit 2,-including the upgrades, has been installed and will be checked out during startup testing.
Since the ICCI was incorporated into the station design prior to operation of Unit 1, the station procedures (operating, emergency, periodic test and maintenance) and-training programs have been in place for some time.
