SUBJECT:

TELEPHONE CONFERENCE BETWEEN TRT COMANCHE PEAK AND STAFF 0F TUGC0 RESPONSE TEAM ON FEBRUARY 12, 1985 l A telephone conference was held between the members of the Civil / Structural Group of the Comanche Peak TRT and the members of TUGC0 response team on February 12, 1985. The list of participants is enclosed. The following subjects were discussed:

1. Cable Tray Supports:

The TRT was informed by the TUGC0 staff that:

(a) All holes in the top flange of the cable tray supports were drilled in the field.

(b) Whatever available documentation does not seem to verify that the QA/QC aspects of the design change authorization (DCA) were not violated.

(c) The DCA was issued by the Gibbs & Hill office which specified that' there should be not more than one hole in any plane of a channel support section (if there is more than one hole, the others should be plug welded) and that any two holes should not be closer than 2 inches.  ;

The TRT requested that the following information needed to resolve the allegation concerning the cable tray supports be provided by the TUGC0:

l (1) QA/QC criteria and records regarding drilling of the holes I (as available).

(2) Typical design calculations of the cable tray supports under the most critical loading conditions.

(3) An assessment of the extent of existence of the unused holes and their implication on support section integrity. ,

2. Liner Plate and Containment Spray System Piping Supports:

The TRT was informed that Gibbs & Hill did all the analyses of the liner plate and the built-up sections attached to the liner used as contain-ment spray system piping supports. Dave Rencher said that he recalled an occurrence that a designer incorrectly modeled a pipe support on a STRUDLE model, which resulted in excessive stresses. The error was later corrected and the stresses were lowered.

A verification analysis of as-built condition of the liner and its attachments is in progress by Gibbs & Hill. TUGC0 will collect the results of the completed analyses of pipe supports and present them at the forthcoming meeting with TRT.

3. Interaction Damage Study:

TUGC0 said that the influence zone used in its damage interaction study is determined by considering a fall of an object acted upon by the gravitational force and its appropriate horizontal acceleration derived from applicable floor response spectra. The zone of influence and failure modes have been identified in the Attachment I to an associated instruction document CP-EI-4.0-36, " Control of Seismic and Non-Seismic Component Interaction Evaluations," Rev. 3, dated December 9, 1983.

TUGC0 will describe further the damage study during the forthcoming meeting with the TRT. TUGC0 expressed their opinion that the "two over one" phrase, which was mentioned by the alleger during the November 7, 1984 meeting, was derived from the consideration of interaction of Category.II vs. Category I components rather than a postulated zone of influence of 2 to 1 (rise to run).

In conclusion it was agreed that a meeting between TRT and TUGC0 staff would be arranged to facilitate exchange of technical information needed for resolution of the issues.
