The former Mechanical Engineering Branch staff has reviewed the applicant's submittal that seeks the NRC approval for eliminating postulation of 8 arbitrary intermediate breaks (AIP's) in the Main Steam (MS) system and 3 AIB's in the Reactor Water Cleanup (RWCU) System inside containment at Hope Creek (Reference 1).
Its evaluation of the applicant's proposal is given below.
NRC has previously approved elimination of 70 AIB's in high energy piping systems at Hope Creek including 2 breaks in the MS system and 13 breaks in the RWCU, all of them outside Containment (References 2 and 3). The breaks proposed to be eliminated now are inside the containment. The criteria used for approving the elimination of the arbitrary intermediate breaks outside the containment are identical to those used for the breaks inside the containment. These criteria are discussed in detail in Reference 2.
The applicant has provided in Reference 1 the necessary information pertaining to the arbitrary breaks proposed to be eliminated and justified elimination of 8 breaks in the MS system and 3 breaks in the RWCU system inside the containment.' The applicant has stated that, at these break g115g g T A

i locations, the Code stresses and usage factors do not exceed the permissible limits described in Reference 2.
Furthermore, the applicant's submittal confirms that the MS and RWCU systems inside the containment are

not susceptible to the 3 additional adverse conditions described in Reference 2, namely (1) intergranular stress corrosion cracking, (2) i large unanticipated dynamic loading such as water / steam hammer, and (3) thennal fatigue in fluid mixing situations.
In addition, the applicant has provided a commitment that elimination of arbitrary intermediate pipe i
breaks will not affect the environmental qualification of safety related i
j equipment in the vicinity of the AIB locations. Based on a review of the applicant's present submittal (Reference 1) the staff concludes that our previous evaluation (Reference 2) of the applicant's request to eliminate AIB's outside the containment envelopes, and is applicable to, this request to eliniinate the AIB's inside the containment.
J In view of the facts discussed above, the staff finds the applicant's request to eliminate 8 AIB's in the MS system and 3 AIB's in the RWCU system acceptable.
