OPERATION AT UPRATED POWER LEVELS - BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (BSEP 96-0449) (TAC NOS. M90644 AND M90645) j

j Amendnent No. Ir,3 to facility operating license No. DPR-71 and Amendment No.

214 to facilit/ operating license No. DPR-62 were issued for the Brunswick Steam Electric Plant, Units 1 and 2 (BSEP 1 and 2) respectively, on i

November 1, 1996. Those amendments authorized a 5 percent increase in maximum j

licensed power level. To date, the uprate amendment has only been implemented on BSEP 1.

Prior to operation at uprated power levels on BSEP 1, Carolina Power & Light j

Company (CP&L) identified errors in two assumptions and an acceptance criterion used in analyses supporting the uprate amendments. The errors raised concerns both within the NRC staff (NRC) and CP&L regarding the adequacy of the uprate submittal and the potential for additional errors.

CP&L committed to maintain reactor power below uprated powre levels and i

completed a root cause analysis and review of the work processes and products i

associated with the amendments. Two root causes, as well as other j

discrepancies stemmitg from these root causes, were identified.

CP&L has taken action to resolve these discrepancies. Where resolution is not i

complete, CP&L has established compensatory measures and provided commitments j

for final resolution.

The NRC has considered the information provided in your December 23, 1996, l

January 22, 1997, February 15, 1997, February 28, 1997, and March 5, 1997, i

letters regarding your review and corrective actions and has determined that j

the conclusions reached in the NRC's November 1, 1996, Safety Evaluation (SE) regarding the BSEP 1 & 2 power uprate remain valid. On this basis the NRC does not object to the operation of BSEP 1 (and BSEP 2 upon implementation of f,

l the power uprate amendment on that unit) up to the uprated licensed maximum J

power level. The NRC's evaluation and conclusions regarding this matter are provided in Enclosure 1.
