Dear Mr. Randazza:

The Commission has issued the enclosed Amendment No. 86 to Facility Operating License No. DPR-36 for the Maine Yankee Atomic Power Station. This amendment consists of changes to the Technical Specifications (TS) in response to your application dated May 8,1985 as supplemented May 29, 1985.

The changes modify the Maine Yankee Technical Specifications to assure compliance with Appendix I,10 CFR Part 50, and 10 CFR 50.36 and 50.34a. These Technical Specifications are intended to ensure that releases of radioactive material to unrestricted areas during normal operation remain as low as is reasonably achievable.

Specifically, the Technical Specifications define limiting conditions for operation and surveillance requirements for radioactive liquid, gaseous and solid wastes; total dose; radiological environmental monitoring that consists of a monitoring program, land use census, and interlaboratory comparison program. These Technical Specifications also incorporate into the Technical Specifications the bases ,

that support the operation and surveillance requirements.

A copy of our Safety Evaluation related to Radiological Effluent TS (RETS) is enclosed. That Safety Evaluation endorsed the Technical Evaluation Report prepared for us by our contractor, Franklin Research Center (FRC). That report provides their technical evaluation of your compliance with NRC criteria as well as the results of their review of your "Offsite Dose Assessment Manual" (00AM) submitted by letter dated May 8, 1985. FRC's review of your 00AM indicates that the ODAM generally uses documented and approved methods that are consistent with the methodology and guidelines in NUREG-0133.

Because of the significant effort in revising the necessary controlling computer programs, the effective date of this change will be July 1,1986, h
