Washington, DC 20555 This letter forwards supplemental Licensee Event Report (LER) 96-020-02, documenting an event that occurred at Millstone Nuclear Power Station,' Unit No. I on March 22,~ 1996. This LER is submitted pursuant to 10CFR50.73(a)(2)(i) and 10CFR50.73(a)(2)(ii).

The supplemental report 96-020-01 that was submitted on December 16,1996, indicated that an additional supplement was intended. However, this was actually in error since no additional supplement was intended, In order to maintain a " clean docket," this supplemental report is bemg j

submitted.

This supplemental report provides an update to the volume calculatiov Accordingly, Commitment No. B15674-3 has been updated. Also, the Commitment No. B15674-4 has been i

supplemented.

The following are Northeast Nuclear Energy Company's (NNECO's) commitments made within this letter. All other statements made within this letter are for information only.

B15674-1 NNECO commits to revise design calculations to correctly identify the usable volume of the condensate storage tank (CST). This will be completed prior to startup for operating cycle 16.

i B15674-2 NNECO commits to perform a review of the calculations of the rusable volume of all safety-related tanks. This review will be completed prior to startup for operating cycle 16.

1 B15674-3 NNECO commits to revise administrative procedures to ensure at least 301,500 y

U.S. Nuclear Regulatory Commission B16212\\Page 2 of 2 B15674-4 NNECO commits to provide procedural guidance, as the long-term corrective action, for maintaining appropriate levels in the CST while the torus is drained.

NNECO will complete this prior to shutdown for refueling outage 16.

Administrative controls will remain in place to prevent torus draining, until such procedural controls for emergency core cooling system flow throttling are put in place.
