Carpenter January 8, 1986 Page 2 Item 2 (on page 2) of the Order requests "any recording of l siren produced sound levels at any location in the Harris EPZ where the peak sound levels are 80 dBC, plus or minus 5 dBC, e and where the record length is 5 minutes or more." In the telephone conference on January 3, 1986, I advised the Board that I was confident Applicants did not have such information for.a period of 5 minutes, and that we were in the process of obtaining measurement data from CP&L's consultant Acoustic Technology, Inc. We received those data today. ATI conducted field tests in the Harris EPZ, in May

1985, during the day time, to verify the acoustic coverage of the siren warning system obtained through the ATI computer model which was used to demonstrate FEMA-43 compliance.

Siren sound level measurements were made for a representative, randomly se-lected sample of 15 sirens. The measurements are for.a single siren acoustic signal source (i.e., one siren at a time). 1 Two sets of measurements, for each siren, were made which recorded the variation of the siren signal (sound pressure a level) with respect to time for the tested rotating sirens. i (We understand these data to apply to the directivity pattern, the subject of the Board's Order.) First, siren sound pressure level was measured 100 feet from the siren. For each of the 15 sirens, ATI has provided CP&L with plots of three siren activations of roughly 2 minutes each. While the resultant sound levels are much higher than requested by the Board, en-closed as Attachment 1 is~ATI's plot of the measurements for 4 Siren No. 4 (the first of the 15 provided by ATI). Second, far-field measurements were taken at 12 locations for each siren. Locations were selected at various angles and i distances (ranging from 2500 to 8700 feet) from each siren tested. ATI has provided CPEL with plots of the data for three locations for each siren. Again, the measurements were for roughly 2 minutes. Enclosed as Attachment 2 is ATI's plot of the far-field measurements for Siren No. 4. Applicants read the Board's Order, however, as requesting a recording for a single siren at a single location. Here, we have provided measurements in 4 locations for one siren. The enclosed information was not utilized in developing Applicants' testimony in response to Eddleman Contention 57-C-3, and Applicants do not consider it to be relevant. Nei-ther do we appreciate how it might assist the Board in under-standing the similarities and the differences of the Applicants and NRC/ FEMA testimony. We understand that the Board was with-holding its judgment on the usefulness of this ATI data until it had the opportunity to review the information. Tr. 10,238.
