' VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 REVISED RESPONSE TO NOTICE OF VIOLATION NRC INSPECTION REPORT NOS. 50-338/84-35 AND 50-339/84-35 On November 30, 1984, we sent you our response to the notice of violation identified in Inspection Report Nos. 50-338/84-35 and 50-339/ 84-35. The finding was that management controls had not been established which ensure that appropriate quantitative and qualitative acceptance criteria are provided in all procedures controlling safety-related activities.

Specifically, deficiencies in two areas were identified; the Measuring and Test Equipment (M&TE) Calibration Program and the Procurement Document Control Program were sighted as examples.

We committed to conduct a review of Quality Assurance (QA) Department activities as they relate to specific disciplines and develop individual procedural guidance and/or checklists for each discipline where appropriate by December 31, 1985.

For M&TE and procurement, station administrative procedures have been revised and QA departmental procedures will be revised by the commitment date.

However, because of the rescheduling of the Unit I refueling outage from April, 1986 to November, 1985, we are unable to complete our review and procedure revision for the remaining scope of work by December 31, 1985.

We have determined that an extension until April 1, 1986 is required to complete our efforts to fully address the referenced notice of violation.
