Q In degrees, that's correct.

(r,s I believe they wer'e anywheres from--well, I've looked--

I' A

I think the lowest one's 80 shd the highest is around 2500.

Q Do you know the range In other words, how many there are of each?

A (No audible response.)

Q No?

I'm sorry; I didn't hea ou.

A I don't have that filed away in mind.

I don't really care.

Q o you know that more wer on the hi-side; that is, the 2500 degree a de, than the low a de?

Do you kno that?

A No.

Q Okay.

Let e a k you if you could review-A I'm not sure - gt you consider high.

Q Twenty-fi

-hundred degrees.

4 A

I'm sure there are more of them that are 2500 than there are lower.

Q Okay.

Let me mark as Porter Exhibit 1 certain thermo-couple readings, the four-page--excuse me--six-page document.

I ask you if you could review that for a moment, Mr. Porter.

(Whereupon, a six-page document was marked for identification as Porter Exhibit 1.)

THE WITNESS:

I'm familiar with it.

What do you want me to look for?

BY MS. BERNABEI:

Q Can you identify this document for us?

It consists of l

six pages.

,kN l

A That's the millivolt readings that were written down w*ith i

-2&-

C-

\\

the voltmeter the morning of the accident.

'64

Mf Q

And if you could identify page by page--there are six pages swhat the document consists of?

~

A Those.pages are the Xerox of the computer books.

This is just the standard thermocouple table.

It's not part of the book.

Q We will just have to explain for the record, since people can't see us, the first three pages.

A Yes.

First three pages are the readings.

Q Now, these readings--how were these readings taken?-

A Digital voltmeter.

Q Okay.

And were these the first set or the second set?

A These?

Q Those.

ig' A

These were'taken after I was back upstairs, the second set.

IM F Q

These are the second set, okay.

The last ones that you just talked about, is that correct?

A Yes.

Q Now, if you can, how many readings are there?

Now we're talking about the readings on the first three pages of the exhibit, is that corrset?

A, There should be 52.

Q Fifty-two readings, okay.

Now, these readings appear in nillivolts, is that correct?

A Yes.

Q And you need a conversionr. table to establish the temper-atures from these readings, is that correct?

~

,(

A That is correct.

Q"w-Q-

Now, can you, in fact, establish the readings based on the millivolts that are stated here?

A Can I do it?

Q Yes.

Can you do it?

A Yeah, plus or minus a few degrees.

We didn't have the right reference junction.

Q Now, we don't have to do it right now; but I--what I would like you to do is to establish for us what these readings are; that is, the range of readings which appear and those which appear over 700 and'those which appear under, unless you know.

A Is this an exercise for me, or--

Q No, it's not an exercise for you.

Now-I know you can do g}

it, Mr. Porter.

I want to have your testimony as to what these readings are.

A Then it is an exercise for me.

Q I'm asking--

A You're asking me--

Q

--you questions, yes.

A

--can I read the thermocouple table?

Q No.

I know you can do that.

Since you do not have a present memory of what those temperatures are, unless there is some stipulation, I would like your testimony from this table which you've identified as the readings as to what those temperatures 1

are; that is, the 52 readings.

b J

I j({t MR. BLAKE:

Let me ask--what you'd like is given these

~

millivolt readings which are handwritten in on the first three pages, convert those into what they would have meant in terms of temperature?

MS. BERNABEI:

Yes.

MR. BLAKE:

And you want Mr. Porter to do that?

MS. BERNABEI:

Unless you're willing to enter into

stipulation as to what these temperatures are.

i MR. BLAKE:

What you really wanted Mr. Porter to do--

prior to the deposition--he could have come prepared to do it.

MS. BERNABEI:

Mr. Porter, in fact, saw those, and he saw these --

.{

f,;_

THE WITNESS:

I did not see them.

L' MS. BERNABEI:

The witness should be instructed that the lawyers are speaking right now.

MR. BLAKE:

Right.

MS. BERNABEI:

There are 52 readings on this.

At same time in prior testomony, Mr. Porter stated he saw thess and he knows what they are at this time.

And what I wanted--I want to establish for the record what they are.

^

MR. BLAKE:

What you want is the mechanical exercise, i

going through--

.i MS. BERNABEI:

No--

MR. BLAKE:

--and of changing these millivolts to temperatures.

Right?

And then you want Mr. Porter to say, "Yes,

  • J

l

'p~. - that's the correct conversion."

MS. BERNABEI:

No.

NR. BLAKE':

Therefore, that's what these millivolt i

readings would indicate in temperature.

4 MS. BERNABEI:

No,.

What I would like in the record is someone's testimony or_ perhaps a stipulation on your part as to what these readings were.

MR. BLAKE:

What these millivolt readings indicate by way of temperature if you do the conversion?

MS. BERNABEI:

That's right.

MR. BLAKE:

Well, we can talk about that afterwards.

But I don't think we should hang up Mr. Porter.

MS. BERNABEI:

I don't have any problem with him--

jr3 A L)

MR. BLAKE:

If'you just alerted us in advance so that we could have done it-or come prepared.

1 THE WITNESS:

I'm not sure where--

MS. BERNABEI:

Well, Mr. Porter, you may not be sure.

i We do have something we're trying to prove in this case.

MR. BLAKE:

I understand what you're asking--

MS. BERNABEI:

If--do you have any problem--

MR. B, LAKE:

--and why don't we just talk about it?.Why don't we go on with the deposition and we'll-talk about it.

MS. BERNABEI:

I-don't have any desire to keep this man held up.

But what I'm saying to you is we do need a way to 1

convert this to get in the record what these readings werg and if you're willing to stipulate as to what--

l ;

l l

MR. BLAKE:

I can't stipulate to anything now, because I don't even know how to do such a thing.

But we can talk about it later, after we get done the deposition.

MS. BERNhBEI:

Let me do this then.

I'm going to then have to ask Mr. Porter to convert these readings either now or at some later time and enter into the record--

MR. BLAKE:

You seriously want him now to take the time to try to convert 52 readings when you could have asked him that any time to come prepared at your deposition to convert millivolts

~

into degrees?

MS. BERNABEI:

Frankly, I would think that he would know those range of temperatures.

MR. BLAKE:

That's not sensible.

C'$

MS. BERNABEI:

Since he has reviewed them, and it's i.

been a point of controversy over the past five years--

MR. BLAKE:

You can ask him that question, but ask him to do all those computations--

MS. BERNABEI:

Let me just ask you, will you stipulate--

I don't want to hold him here today to do it during his depos'ition.

Will you stipulate that he will, in fact, provide those readings or otherwise stipulate as to what those readings would be?

(Whereupon, a discussion was held off the record.)

l BY MS. BERNABEI:

Q Mr. Porter, I'm going to show you the--what's been called the Udall Report; it's a report prepared by the majority staff of the committee in Interior Affairs dated March 1981.

Are you familiar j

1-with this report?

Have you reviewed it at some prior time?

6" A

I looked at it starting, I guess, a week ago when I saw the interrogatories and realized what you were using.

Q Okay.

Now--so you have revlewed it at least as to those--

A I. haven't read it in detail, but I got a copy.

Q Okay--

A Obviously I saw it, because I knew it was in there.

Q Now, I'd like to refer you specifically to.page 31 of that report, which has been stipulated into evidence.

There appears a Figure 3 which is entitled " Map of Core Exit Temperatures Degree Fahrenheit, 240 to 330 Minutes."

And what I'd like to ask you to do is review that figure and tell us if those, in fact, f

represent the thermocouples--excuse me,,--the temperatures as con-verted from the millivolt readings which appear on Porter Exhibit 1.

A That's my under' standing they are.

I'm sure that was created from this document.

Q Okay.

So you have no problem with the readings which I

appear in Figure 3, page 31 in the Udall Report as those being the temperatures which, in fact, represent the reading and the tem-parature of the thermocouples read in millivolts.

Is that correct?

~

A That's correct.

Q And we're talking now to clarify the second set of milli-volt readings that were taken on March 28th?

A Yes.

~

d Q---Now,-whe n-d id-you-l e a rn-o f-the-second_s e t _of_r aadingsk/

m

=.

A I believe it was May 7.

hs 7

Q And how did you come to learn of those?

MS. PENNY:

You better say the year.

THE WITURSS:

1979.

~

BY MS. BERNABEI:

N Q

How did you come to learn of those?

As\\

recall, I had been ask probably a lot more than A

once if there w re any other thermocoup data.

I happened to i

ask Skip then, an he said--I be he said--that,yes, they were in the compute book.

'Q Okay. And wh id you ask him at th time if there were any other thepn/

ocoup data?

A I just believed p ople had been asking e.

I don't j

recall why actly.

Q Okay.

Now, isn't it rue that some of t e natrument men, specifically Mr. Wright and Benne ave test ied that

/theytol\\

you on March 28th of the s e n set of reading ?

i A

believe they said that ye.

)

Q An you have no memor of that, is that right?

I A

I don't recall th elling me t t, no.

Q It's ir to say that the second a of readin Sct, verify the igh7 emperatures of the firs is t correct?

A And the w ones, yes.

Q Okay I'm just talking about t high on a right now.

j And isn't it true tha this second set f readings le Mr. Bennett, Mr. Wright, Mr. Gilbert and Mr. Ye'ager to believe tha the core was

. j u.

)

---..e-.-

!cg l(.

Q Anything else?

A L don't recall what'alse he did, b.eciuse, as I say, he left I the morning wh'en they evacuated the unit.

.Q Now, it's true that at the time en March 30th when you reviewed the pressure spike, you believed it looked like a real spike--

A That's true.

Q

--and not an electrical malfunction; is that correct?

A On March 30th, yes.

That's the first time I saw it.

I think everybody believed it then.

Q And let me ask you why is it that you judged at that i

time that it was, and I think your words were something to the effect it looked like a real spike to me,in prior testimony?

b.

A Well, I believed that this was in my prior testimony that I'd also looked at the reactor coolant system, the pressure chart to see if it indicated a dip since the building pressure's a reference.

Q So you're saying based on your view of the pressure spike as well as the reactor coolant system pressure which had a complementary decrease, you believed the spike was real; is that. correct?

i A

Yes.

4 Q

Was there any other basis on which you judged'from stewing the spike that it was real?

A I don't think, no.

~.

MS. BERNABEI:

I have no other questions.
