REVISION 11 TO HADDAM NECK PHYSICAL SECURITY PLAN This is in response to your January 25, 1985 10 CFR 50.54(p) change (Revision
- 11) to the Haddam Neck Physical Security Plan.
Review responsibility for portions of that submittal were transferred to Headquarters by memorandum from Region I on May 30, 1985.
We have determined that the inclusion of corporate personnel as " regular site employees" is an acceptable 10 CFR 50.54(p) change. However, the proposed screening program (stated in paragraph 3.3.1.2) to be applied to these individuals does not meet industry or current staff guidance and therefore is not acceptable. Accordingly, you should resubmit appropriate plan changes and in the meantime continue to implement your approved physical security plan.
We have also determined that the other changes on pages 3-4, 6-7, and 6-9 fall within the provisions of 10 CFR 50.54(p) because of their administrative nature and are therefore acceptable.
The enclosure to your letter contains Safeguards Information of a type specified in 10 CFR 73.21 and is being withheld from public disclosure.
