,I recently learned that Commonwealth Edison Company announced in austerity program designed to save costs and keep the operating budget from growing.

I am concerned that such a program could have a detrimental effect on activities associated with nuclear power plants in your system. The details of this program, and its potential effect on the safety of nuclear operations, have not been discussed with the NRC and are of considerable interest to us.

For example, we foresee that budgetary constraints could adversely affect the quality of activities such as (1) filling planned or needed staff positions at plant and corporate offices, (2) implementing training program plans and commitments. (3) scheduling plant maintenance tasks, including implementingofpreventivemaintenanceprograms,(4)timelycompletingof scheduled plant modifications affecting safety, (5) procuring new and replacement parts, and (6) overseeing management and quality assurance functions.

We recognize that financial austerity measures are sometimes necessary and are a matter between you and appropriate State bodies. However, you should thoroughly evaluate your plans in this regard to assure that they do not contain elements which could affect the continued safe operation of your licensed nuclear facilities or delay the fulfillment of your comitments to the NRC. Please provide me with the results of your evaluation no later than November 29, 1985.
