SUBJECT:

MAINTENANCE RULE BASELINE INSPECTION FOR OYSTER CREEK

Dear Mr. Roche:

In a telephone conversation on March 12,1997, between Mr. J. Rogers, Mr. D. Egan of your staff and Mr. L. Briggs, arrangements were made for the NRC to conduct a baseline inspection of your maintenance rule program at Oyster Creek. The inspection is planned for the week of April 7,1997.

The inspection objective is to evaluate your performance to support compliance with the requirements of 10 CFR 50.65, " Requirements for monitoring the effectiveness of maintenance at nuclear power plants." The inspection will be conducted using inspection Procedure 62706, " Maintenance Rule" and willinvolve a team of at least 4 inspectors.

The team will require information about your program for their in-office preparation for the inspection. This information is identified in the enclosure to this letter. Please provide this information to Mr. J. Caruso at the NRC Region I office in King of Prussia, Pa. not later than March 28,1997. Mr. Rogers has been advised of this request.
