SUBJECT:

TRANSFER OF RESPONSIBILITY FOR GENERIC ISSUES SCHEDULED FOR RESOLUTION The three branches within NRR that are primarily responsible for managing the resolution of all generic safety issues are the Reactor Safety Issues Branch (RSIB) and the Engineering Issues Branch (EIB) in the Division nf Safet . Review and Oversight (DSRO) and the Human Factors Issues-Branch (HFIB) in y I the Division of Human Factors Technology (DHFT). Enclosure 1 provides the listing of generic issues that are~ assigned to DSR0 for resolution. Human factors related issues will be resolved by HFIB and will be identified later. Generic issues currently being resolved by other NRC offices (RES and IE) will j remain with these offices, although DSRO will monitor their resolution. j The original task managers will continue to be responsible for resolving and closing-out the generic issues that are listed in Enclosure 2 even though changesintheirjobresponsibilitieshaveoccurred. Generic issues 66; USI A-3, 4 and 5; B-64 and III.D.3.1 are not being transferred because they are to be completed within 60 days. These short term issues have task-managers assigned for resolution and closecut. '; & .s. j. minimize the effect on the resolution schedule of the generic issues involved, th %:1.9 the transfer should be completed by January 3, 1986. To this end, I request that each division director make sure that the old task managers in W. GO @ your present line organization (regardless of where they worked before) N E . ,.
