Vermont Yankee Nuclear Power Plant Gray File By letters dated April 22, May 14, and July 10, 1985, you provided information describing the scope of the Recirculation System Pipe Replacement Program at Vermont Yankee and requested approval of the Pressure Vessel Research Committee (PVRC) recommended damping values (ASME Code Case N-411) for response spectrum seismic piping analysis for the Recirculation and portions of the Residual Heat Removal (RHR) system at Vermont Yankee. We have reviewed the information you have submitted and have determined that our review and approval of the analyses used for the Recirculation Program is necessary. We have reached this determination based on your description of changes in the analysis methods, your request for approval for use of the PVRC damping which differs from that described in your FSAR and the guidance contained in Generic Letter 84-07 with regard to 10 CFR 50.59.
We have completed our review of the structural engineering aspects of the replacement program and conclude that the seismic design criteria utilized for the evaluation of the modified recirculation system are acceptable and provide added conservatism from the original design.
By letter dated July 22, 1985 we provided our Safety Evaluation of the mechanical engineering aspects of this review. We therefore, conclude our review and find the analyses used for the Recirculation System Pipe Replacement Program at Vermont Yankee acceptable.
A copy of our Safety Evaluation is enclosed.
