Gentlemen:

This refers.to the physical. security inspection conducted by Mr. Ronald A.

Caldwell of this office during the period August 26-30, 1985, of activities

authorized by'NRC Operating License. Permit DPR-34 for Fort St. Vrain Nuclear

Station, and to the discussion of our findings with Mr. J. W. Gahm and other

members of your staff at the conclusion _of the inspection.

Areas examined during the inspection included compensatory measures, assessment

aids, access. control personnel, access control packages, access-

control - vehicles, and lighting. Within these areas, the inspection consisted

of selective examination of procedures and representative records,, interviews

with personnel, and observations by the inspector. These findings are s

documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

. violation'of NRC requirements. Consequently, you are required to respond to-

t 7, this violation, in writing, in accordance with the provisions of Section 2.201' .
