This refers.to the physical. security inspection conducted by Mr. Ronald A.
Caldwell of this office during the period August 26-30, 1985, of activities
authorized by'NRC Operating License. Permit DPR-34 for Fort St. Vrain Nuclear
Station, and to the discussion of our findings with Mr. J. W. Gahm and other
members of your staff at the conclusion _of the inspection.
Areas examined during the inspection included compensatory measures, assessment
aids, access. control
personnel, access control
packages, access-
control - vehicles, and lighting. Within these areas, the inspection consisted
of selective examination of procedures and representative records,, interviews
with personnel, and observations by the inspector.
These findings are

documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
. violation'of NRC requirements.
Consequently, you are required to respond to-
