Generic Letter (GL) 92-08 was issued by the NRC on December 17, 1992.
The j
intent of GL 92-08 was to assist the Staff in collecting information needed to verify that Thermo-Lag 330-1 fire barrier systems manufactured 1
by Thermal Science Incorporated comply with NRC fire protection requirements. These requirements necessitate the protection of equipment required to achieve and maintain safe shutdown capability in the event of a fire or separation of redundant electrical systems to achieve physical independence.
j Issuance of GL 92-08 was prompted by discrepancies promulgated in the fire endurance ratings capabilities, ampacity dorating factors published for

cables enclosed in Thermo-Lag fire barriers, and the evaluation and

4 application of the results of tests to determine the fire endurance and ampacity dorating factors of Thermo-Lag 330-1 barriers. The concern delineated in GL 92-08 is that licensees may lack sufficient information i
to make a valid assessment of the level of protection provided by the 5
Thermo-Lag 330-1 fire barrier system.
j Generic Letter 92-08 was preceded by NRC Bulletin 92-01 and its Supplement
- 1. The Bulletin and its supplement required licensees to identify those L
plant areas that rely on Thermo-Lag fire barriers to meet NRC fire protection requirements and implement compensatory measures consistent with those measures required for inoperable fire barriers as the interim corrective action. GL 92-08 controlled resolution of the long-term corrective actions, which required licensees to implement actions to verify or restore the operability of Thermo-Lag 330-1 fire barriers at their facilities.

Based on the performance history of Thermo-Lag fire barriers, as delineated in correspondences received from the NRC, GGNS concluded that j
the performance of Thermo-Lag was questionable and elected to requalify the installed Thermo-Lag barriers in accordance with new generic industry
)
testing. By letter dated December 21, 1994, GGNS committed to complete all fire endurance corrective actions associated with Thermo-Lag fire barriers prior to start up from the eight refueling outage, scheduled for November 1996.
Reporting Requirement Item 3 of GL 92-08 requests licensees to provide written confirmation to the Staff upon completion of all corrective actions associated with the Thermo-Lag 330-1 fire barrier system.
GGNS participated in the industry Thermo-Lag testing initiative coordinated by NEI (formerly NUMARC). and has applied the results of this generic fire endurance testing to GGNS Thermo-Lag fire barriers.
Consequently, all fire endurance corrective actions to assure the operability of Thermo-Lag fire barriers installed at GGNJ are complete.
Industry test results have been utilized to bound ampacity dorating of electrical cables installed in GGNS Thermo-Lag clad raceway. Ampacity dorating factors and the assessment methodology utilized for GGNS Thermo-Lag fire configurations were provided to the Staff by letter dated June 28, 1996. This effort is also complete.
Development and conduct of the industry generic testing program was monitored by the Staff from its inception. The ampacity dorating test results which bound GGNS Thermo-Lag raceway have been previously reviewed by the Staff.
With implementation of all corrective actions and evaluations necessary to verify or restore GGNS Thermo-Lag fire barriers completed, we are confident that Thermo-Lag fire barriers installed at GGNS meet applicable NRC fire protection requirements. As recommended by GL 92-08, all documentation associated with requalification of GGNS Thermo-Lag configurations is available for NRC review and audit.
