The NRC's letter dated September 23, 1994, acknowledged receipt of the Grand Gulf response to Generic Letter 92-08 and the NRC's RAI dated December 21, 1993.

You correctly summarized the Grand Gulf responses to have stated that Grand Gulf was awaiting the final results of the industry test program, sponsored by the Nuclear Energy Institute (NEI), in order to determine the final plans and schedules for resolution of the Thermo-Lag issue.

Your September 23, 1994, letter went on to state in part that, "NEI has completed the industry Thermo-Lag fire endurance test program and has issued its guidance to industry for evaluating Thermo-Lag fire barriers. You are now required to submit the information specified in the 50.54(f) letter for those areas in which your response was incomplete or wherever you stated that you were relying on the results of tt;e NEI program."

Specifically, you stated that our response to RAI Section III.B, "Thermo-Lag Fire Barriers Outside the Scope of the NEI Program" and Section VI, " Schedules" was either deferred or incomplete.

Certain aspects of our approach to resolve Thermo-Lag performance concerns continue to be dependent on the final scope of the NEI test program.

At this time, NEI is considering additional generic.esting for a variety of conditions and features not previously tested.

Deced:er 21, 1994 GNRO-94/00142 Page 2 of 5 final scope of the NEI test program is not yet complete, Grand Gulf has made considerable progress in our effort to evaluate and resolve Thermo-Lag performance concerns.

Our review has concluded that little benefit can be realized through re-analysis of the Grand Gulf safe shutdown methodology.

Consequently we are focusing on the performance capability of our existing Thermo-Lag assemblies.' As part of this effort, we have visually and destructively examined our in-plant Thermo-Lag assemblies to confirm and improve documentation of their installation details.

The NEI Thermo-Lag Applications Guide has been utilized to evaluate all required Thermo-Lag raceway assemblies in the plant.

The evaluation confirmed Thermo-Lag assemblies to be capable of either providing a specified fire rating as installed or providing a specified fire rating with upgrade (s).

Consequently, all Thermo-Lag raceway assemblies at Grand Gulf will be bounded by the NEI Program.

As for the non-raceway Thermo-Lag applications described in our response dated February 14, 1994 to your previous RAI, we anticipate that these barriers will perform their required function. This will be demonstrated either with the as installed configurations or in conjunction with necessary modifications.

Generally, our approach at this time is to ensure that all Thermo-Lag assemblies will provide at least a one hour fire rating.

In those cases where three hour assemblies were originally installed on electrical raceways, Grand Gulf plans to install or take credit for partial suppression in conjunction with the one hour ratings.

On the basis of our current evaluation and plan of action, we anticipate all fire endurance related corrective actions to be complete by the end of refueling outage eight, currently scheduled for November 1996. In accordance with the provisions of Generic Letter 92-08, we will provide written confirmation upon completion of all fire endurance related corrective actions.

Until demonstrated to be unnecessary, Grand Gulf will continue performing an hourly check of those rooms containing components protected with Thermo-Lag to ensure a prompt response in the event of a fire. All previous commitments concerning the Thermo-Lag performance issue are superseded by this response.
