Thist refers to the inspection ' conducted by Messrs. G. L. Madsen, D. P. Tomlinson,

and: D. R. Carpenter of this office during the period October.21-25,1985, of

activities authorized by NRC Construction Permits CPPR-128 and 129 for the

South Texas Project, Units 1 and 2, and to the discussion of our findings with

members of your staff at the conclusion of the inspection.

' Areas examined' during the inspection included the applicant's policies, proce-

'dures,'and implementation relating to the SAFETEAM programs. Within these

-areas, the inspection consisted of selective examination of procedures and

~ .

'

Erepresentative records, interviews with personnel, and observations by the

inspectors., These findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

'

~

identified.

~

The SAFETEAM program provides a' mechanism to receive, evaluate, and resolve

, concerns which might not otherwise come to the attention of Houston Lighting &

Power Company (HL&P) or to the attention of the NRC. Because the program

cfulfills an important function, we decided to evaluate its: effectiveness even

-though the program is not specifically required by NRC regulations. This

' inspection addresses only the review of the technical concerns. Although the

NRC noted that:the SAFETEAM program is being implemented as planned, some

potential weaknesses and areas'for improvement are identified for consideration'

- by HL&P~for. enhancement'of the SAFETEAM program.
