TMI-1 RESTART: NRC HOLD POINT FOR ESCALATION TO MAXIMUM ACHIEVABLE POWER LEVEL The purpose of this memorandum is to summarize the status of the NRC inspection program for THI-1 and to document my recommendation of Decem-ber 27, 1985, that the licensee should be released to proce.d beyond the fifth NRC hold point. Enclosure 1 is a summary of our assessment of the following areas: plant status and equipment operability, personnel knowledge and performance, testing program status, applicable license / restart conditions, allegations, and enforcement actions.

Enclosure 2 provides the current status of license / restart conditions applicable to this hold point.

During the period since the last hold point, the plant operated at steady-state 75% power conditions, except for one unplanned plant shut-down. The operating environment continued to be similar to that'of normal plant operation since there were only minor testing activities.

Due to observations of poor performance by some personnel in the prior period, we focused more of our inspection activities during this period on the areas of maintenance and surveillance activities. Our coverage during this period was for twelve hours each day and covered all or part of the licensee's three operating shifts. The number of negative obser-vations by our inspectors decreased relative to the prior period.

Although many of these observations continued to be related to the implementation of procedures, the licensee has initiated an action plan that should correct the problem. As in the prior period, none of these examples has resulted in adverse safety consequences.

The licensee's management continued to approach the restart program with caution and has proceeded at a deliberate pace to assure that it is carried out in a safe manner. The open items continue to be few in number, all applicable conditions have been satisfied, and there are no enforcement actions that should preclude authorization to proceed. As you know, one allegation was received and is unsubstantiated as of this dy h. he allegation should not preclude releasing the licensee from the bs' i nt. The unplanned reactor trip that occurred on December 1, 1985, l u . t.he only event during restart that required NRC notification in accordance with 10 CFR 30.72.

Murlcy 2 DEC 3 01935 Therefore, I recommend that you authorize the licensee to proceed with the test program up to the next hold point, which is at the completion of the licensee's evaluation following the planned turbine trip from the maximum achievable power level. The licensee estimates that this last hold point will occur about January 3, 1986.
