Dear Mr. Martin This event summary is submitted in accordance with NUREG 0654, Appendi:t 1 and CNS Emergency Plan Impicmenting Procedure (EPIP) 5.7.2 to close out the Notification of Unusual Event (NOUE) declared at 0430, December 23, 1985.

During the performance of surveillance procedures that would allow the #2 Diesel Generator to be taken out of service, it was determined that Service Water Booster Pump "D" was inoperative. This action placed the station into a 30 Day Limiting Condition of Operation (LCO). Continuing with the performance of surveillance procedures for further operability checks, it was discovered that Residual Heat Renoval (RHR) valve, M0-25A, would not operate. The combination of these two occurrences placed the station into a 24-hour LCO and forced the declaration of a NOUE at 0430.

The CNS Shift Supervisor assumed the role of Emergency Director at 0430, December 23, 1985.

Immediately following actions necessary to place the station in a position to start shutdown, the Emergency Director ordered the notification of off-site authorities at 0450. These notifications were completed by 0455.

Repair actions to correct the problem with RHR valve MO-25A were immediately initiated by the Emergency Director. The problem was quickly identified as a poor connection in the control wiring of the valve motor starter. Repairs and testing of the valve were coupleted by approximately 0836. As a follow-up, the remaining RilR injection valve electrical connections are being inspected.

At 0836 December 23, 1985, the Emergency Director declared that the NOUE be terminated. Closcout notifications to off-site authorities were initiated at 0840. These notifications were completed by 0846.
