In response to your letter dated September 19, 1985 1 offer the following information:

Item 1 Drawing 129D4690 Rev 1 was incorrectly submitted with the application.

The proper drawing, 129D4690 Revision 0, is enclosed.

Item 2 A new set of drawings, redrawn from the sepias G.E. provided to AMS, is enclosed.

listed on the present Certificate of Compliance smto and in our application with a representative of 6

52 General Electric Co. Vallecitos Nuclear Center 41985 > 3 - that GE had no record of any modification resulting 2

from whom AMS purchased this package.

p in a package-weight increase, and that the weight ess of 8100 lbs. was used on all spec sheets referring b-to this package, and was embossed on the package N-ID label.

g The data given in 2.2 of our application is based upon actual measurement.

The 300 lb. difference occurs in the weight of the base and jacket, not in the cask, therefore

shielding has not been modified.

A heavier base and jacket should improve its ability to protect the cask.

Item 4 Changes have been made to the operating procedures in accordance with your recommendations.

Revised pages are enclosed.

7.0 Operating Procedures 7.1-7.2. Procedures for Loading /Unioading_the Package Note:

The requirements of 10CFR20.205 are applicable when receiving or unloading the container.

The following general procedure is used in the handling of the package.

a.

Survey the package dose rate in accordance with internal procedures to assure the levels do not exceed the limits of 10CFR71.47.

b.

Use appropriate capacity material handling equipment to transfer the package assembly to a clean area.

The total package assembly weight is-8100 lbs.

c.

Remove the wire security seal (item 6) located at the base of the jacket.

d.

Remove the six bolts (item 7) from the base of the jacket.

e.

Open the anti-tiedown covers (item 4).

care not to damage the covers or lose the bolts.

f.

Carefully lift the jacket off the cask, either by using the rectangular lifting eyes (item 2) on top of the jacket, or by using the tiedown lugs (item 3).and appropriately rated slings.

g.

Place the jacket in a clean area, h.

Wipe the external cask surfaces for radioactive contamination.

If removable contagination above the limits of 10CFR71.87 (22dpm/cm o r.

20,446dpm/SF) is' detected, follow appropriat'e internal procedures for contamination control.

i.

Lift the cask from the Jacket base using the cask lifting ears (item 8).

Transfer it to the shielded facility-(hot cell) designated for dry loading / unloading operations.

j.. Remove.the cask lid bolts (item 9) and store to prevent loss, contamination, or damage.

Inspect the seal gasket (item 11), the lid seal area, and the-lid bolts for damage which could-affect the integrity of~the closure seal.

This inspection should be conducted prior to loading material into the empty cask cavity, or after the cask contents have been removed and

If any damage is observed, notify AMS.

m.~ Transfer the radioactive materials and associated internal hardware _into or out of the cask. cavity.

Decontaminate to reduce removable contamination levels to below the limits of 10CFR71~.87.

In addition to the proper shipping labels, the container ID_ label contains two descriptions of contents, as follows:

Radioactive Material, Special Form n.o.s.

or Radioactive Material, Empty Package Mask out the one which does not apply.

bb. Perform final radiation survey of assembled package (including smear check of external jacket surfaces) to insure the limits of i

10CFR71.47 and 71.87 are not exceeded.

Complete shipping papers as required by applicabic internal procedures and government regulations.

7.3 Preparation of an Empty Package for Transport Note:

The requirements of 49CFR173.427 are applicable.

l The following general procedure is used in pre-paring empty package for transport.

Wipe the external cask for removable contamination.

a.

Decontaminate to reduce removable contamination levels to below limits of 10CFR71.87.

b.

Verify that the cask lid, gasket and bolts are all in~ place.

c.

Apply an ' Empty' label (49CFR172.450) to the cask.

l d.

Inspect the protective jacket, base and bolts for damage, e.

Assemble the package, f.

Fasten anti-tiedown covers to jacket lifting eyes.

Remove all old labels.

Attach appropriate shipping labels.
