The cu ent staff of licensed operators at the Grand Gulf facility includes 11 SR0s and R0s.

The licensee also is await 10g results of examinations for 1 SRO and 5 R0s. My understanding in discussions with the licensee is that he is not 4

optimistic that the candidate he has in for an SR0 license will be found acceptable.

Further, in October the licensee is offering 6 randidates for taking the SR0 exam.

In November of this year his plans call for 4 R0s taking exams. With regard to the current staffing, the 11 SR0s are divided between 8 persons who hold positions as either shift supervisors or shift superintendants.

The 3 remaining SR0s are made up of one operations superintendant and 2 people assigned to the training department. The current operating mode at the station is at a 5-shift rotation. The licensee is planning on going to a 4-shift rotation with the return of the plant to critical operation and would intend to maintain a 4-shift staffing until additional SR0s are available. His long term plans call for a 6-shift rotation. He currently utilizes the training department personnel as fill-ins so that shift personnel such as shift supervisors and shift superintendants can be rotated into a training schedule for the' purpose of requalification or other h

training activities.

As you are fully aware, it has been the policy of NRR to go forward recommending full power operation only af ter the licensee commits to and maintains a 5-shif t staffing level.

A recommendation from your division is necessary with regard to whether NRR should support issuance of a 100% power license amendment in the Septemt,er time frame.

Current planning by the license"is to take the unit critical during the week of August 21, 1983 and to commence"startup testing for the next several weeks.

The licensee believes the change to a 4-shift rotation is preferable at this time because it would enhance operating staff familiarity with plant operations during the power ascension program. He would further recommend that training requirements necessary during this time period would be performed by using one of the training licensed persons to fill a position as a shif t supervisor permitting a shif t superintendant or shift supervisor to come off his normal duty station and perfonn necessary training.
