Gentlemen:
This refers to the physical security inspection conducted by Messrs. R. A. Caldwell~
and A. B. Earnest of this office on September 23, 1985, of activities authorized
by NRC Operating License Permit SNM 1943 for River Bend Station, and to the
discussion of our findings with Mr. W. J. Cahill and other members of your
staff at the conclusion of the inspection.
The areas examined during the inspection were personnel access control and
event notification procedures. Within these areas, the inspection consisted of
selective examination of procedures, representative records, interviews with
personnel,'and observations by the inspector. The findings are documented in
the enclosed inspection report.
Prior to,-during, and subsequent to this inspection, it was found that certain
of your activities were in violation of NRC requirements.
Consequently, you
are required to respond to this violation, in writing, in accordance with the
provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10
Code of Federal Regulations. Your response should be based on the specifics
contained in the Notice of Violation enclosed with this letter.

The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
