Letter from Donald F. Schnell to Harold R. Denton dated November 15, 1985, " Application for Reload License Amendment using Westinghouse Optimized Fuel Assemblies" (ULNRC-1207)
The subjcct reload application states that the large break LOCA analysis was performed using the Westinghouse BASH model. The application also states that NRC staff approval is expected sometime in December 1985.
The staff met with Westinghouse on December 18, 1985 to discuss staff concerns regarding the BASH model. The discussion included a review of a draft Techni-cal Evaluation Report (TER) provided by Sandia National Laboratories and a brief examination of an annotated copy of the BASH submittals, the annotations showing points needing clarification or correction. Westinghouse stated that by the end of January 1986, a revised copy of the BASH submittals addressing 1
staff concerns will be provided.
Assuming Westinghouse responds by the end of January, the staff will require about six to eight weeks to review the response and write an evaluation.
If the Westinghouse response is not adequate, this schedule will be delayed even further. Moreover, the staff was informed at the December 18, 1985 meeting that the BASH model currently under review by the staff has been modified since 'your large break LOCA analysis was submitted. This will have to be addressed as well.
For the above reasons the-staff cannot currently accept your submitted BASH (large break LOCA) analysis.
Please advise us of your plans to furnish an acceptable large break LOCA analysis for Cycle 2.
This matter was discussed on December 27, 1985 with D. Shafer of your staff.
