The U.S. Nuclear Regulatory Commission (the Commission) has found that A.

filed by the University of Missouri - Columbia (the licensee) on October 29, 1996, as supplemented on January 10, 1997, conforms to the standards and requirements of the Atomic Energy Act of 1954, as i

amended (the Act), and the regulations of the Commission as stated in Chapter I of Title 10 of the Code of federal Regulations (10 CFR);

B.

The facility will operate in conformity with the application, the

-provisions of the Act, and the rules and regulations of the Commission; 1

C.

There is reasonable assurance that (i) the activities authorized by j

this amendment can be conducted without endangering the health and j

safety of the public and (ii) such activities will be conducted in compliance with the regulations of the Commission; l

i D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; E.

This amendment is issued in accordance with the regulations of the i

Connission as stated in 10 CFR Part 51, and all applicable j

requirements have been satisfied; and l

Prior notice of this amendment was not required by 10 CFR 2.105, and publication of notice for this amendment is not required by 10 CFR 2.106.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the enclosure to this license amendment, and paragraph 3.8. of Amended Facility License No. R-103 is hereby amended to read as follows:

(2) Technical Specifications i

The Technical Specifications contained in Appendix A, as revised through Amendment No. 29, are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the i

Technical Specifications.

3.

This license amendment is effective as of the date of issuance.

The Reactor Advisory Committee and its subcommittees are to maintain minutes of meetings in which the items considered and the committees recommendations are recorded. Independent actions of the subcommittees are to be reviewed by the parent committee at the next regular meeting. A quorum of the committee or the subcommittees consisting of at least fifty percent of the l

appointed members must be present at any meeting to conduct the business of the committee, or subcommittee.

The Reactor Advisory Committee shall meet at least once during each calendar quarter.

4 A meeting of a subcommittee shall not be deemed to satisfy the requirement of the parent committee meeting at least once during each calendar quarter.

Any additions, modifications or maintenance to the systems described in these specifica,tions shall be made and tested in accordance with specifications to which the system was originally designed and fabricated or to specifications approved by the U.S. Nuclear Regulatory Commission.

f.

Following a favorable review by the U.S. Nuclear Regulatory Commission, the Reactor Advisory Committee, or the Reactor Facility Management as appropriate and prior to conducting any experiment, the Reactor Manager shall sign an authorizing form which contains the basis for the favorable review.
