Gentlemen:
This refers to the special announced inspection conducted by Messrs.
N. C. Choules and T. E. Taylor of this office on October 1 through
December 5 and 19, 1985, of activities at the LaSalle Station Nuclear Power
Plant authorized by NRC Operating License.No. NPF-11 and NPF-18 and to the
discussion of our findings with Mr. G. J. Diederich and others of your staff
at its conclusion.
This inspection was an in-depth assessment of maintenance activities at the
LaSalle Station.
It was prompted by the importance of maintenance activities
in maintaining plant integrity and the importance of detecting and correcting
maintenance problems early in a plant operating phase. The relatively large
number of maintenance-related LER's issued by LaSalle did indicate that some
problems existed in this area. Therefore, this inspection was augmented to

determine the adequacy of maintenance program management and the maintenance
program itself in light of early operating experience.
No violations of NRC requirements were identified during the course of this
inspection; however, we request that you give due consideration to the
reconinendations which are included in the attached report. We are
particularly willing to discuss the results of this assessment with you to
provide our insight into these issues.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy rf
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
