SAFETY EVALUATION FOR GENERIC LETTER 83-28, ITEMS 3.1.1, 3.1.2, 3.1.3,3.2.1,3.2.2,3.2.3,AND4.5.1(POST-MAINTENANCEANDRTS FUNCTIONAL TESTING)

Re: Big Rock Point Plant By Generic Letter 83-28 dated July 8, 1983, you were requested to respond to certain generic concerns that developed from the investigation into the failure of scram circuit breakers at the Salem Nuclear Power Plant, Unit 1.

These concerns are categorized into four areas: (Item 1) Post Trip Review; (Item 2) Equipment Classification and Vendor Interface; (Item 3)

Post-Maintenance Testing; and (Item 4) Reactor Trip System Reliability Improvements. Your response to these four areas of Generic Letter 83-28 was provided by letters dated November 7,1983, February 2,1984, October 2,1984, June 1, 1984, June 28, 1984 and August 16, 1985.

We have completed our review of your response to Items 3.1.1, 3.1.2, 3.1.3, 3.2.1, 3.2.2 and 3.2.3 of Generic Letter (GL) 83-28 relating to Post-Mainte-nance Testing and also Item 4.5.1 "RTS Reliability (System Functional Test Description)." The results of our review are provided in the enclosed Safety Evaluation. Based on our review, we find that your Post-Maintenance Testing and RTS Functional Test requirements meet the requirements of GL 83-28 and are, therefore, acceptable. We consider all of the items addressed in Sections 3.1 and 3.2 and Item 4.5.1 of GL 83-28 to be resolved.
