Specification of Activities to be Performed The neutron source will be used in the college's advanced physics laboratories (Rms.109 and 114) or stored in the physics stockroom (Rm.ll2) all of which are located in the physics wing of the Stephens Hall of Science. This building is located on the south-east corner of the college campus at Kenilworth and Gladstone. Reactor Experiments Inc., Visiflex Model 1100 neutron howitzer.

Its principle use is in the production of radioactive isotopes by neutron bombardment of Indium or Silver foil for use in laboratory experiments dealing with the determination of half-life by decay measurements.

Specification of Special Nuclear Materials The special nuclear material for which we are requesting a license renewal involves thirty-two(32) gram of plutonium which is encapsulated as a 2-curie Pu-Be source.

It was purchased from Numec Nuclear Material and Equipment Corporation and is identified as their neutron source type Numec-B.

Technical Qualifications of Personnel Dr. John J. Melles, Chairman of the Physics department will be the individual who will use the material and is also responsible for radiation safety.

Dr. Melles received his PhD in physics from the University of Missouri-Rollo.

His experience with nuclear physics and with the handling of nuclear materials includes formal course work and laboratory work at both the undergraduate and the graduate level.

In addition, he has participated in an eight-week summer institute in nuclear methods for teachers at the Oak Ridge Assoc.

Univ., Oak Ridge, Tenn. He has a total of 7 years of teaching experience in physics at the undergraduate level.

Specific experience with radioactive sources include the ORINS neutron gener-ator and a 3 curie AmBe neutron source at ORAN, Oak Ridge which were used during the eight-week summer institute at ORAN.

He has also used many small sources (no license required) both sealtd and unsealed for educational use.

Description of Equipment, Facilities, and Instrumentation The neutron source is stored for short periods between use in the storage position of the neutron howitzer, Reactor Experiments Inc., Visiflex Model 1100. The irradiation port and the lid will be secured by use of locks.

The howitzer itself is located in the advanced physics lab in which there is a minimal amount of traffic.

(only advanced students under the direction of Dr. Melles.) For long term storage, the source is kept in the paraffin filled shipping container. It is also secured by a lock and is kept in the physics stockroom in a cabinet clearly posted. When not in use during the day or night the advanced lab and the physics stockroom are kept locked.

Access is available only to the Physics department staff.

The manipulation of the source will be accomplished only by Dr. Melles by the use of a two foot handling tong. The sources are to be removed only for positioning within the howitzer assembly, for leak testing or for transfer between the howitzer and the storage container. This transfer between the physics stockroom and the advanced physics lab involves moving the source down a hallway a distance of 25 feet.

Although we have available a 2n flow counter, we aregresently subscribing to a leak test service from G.D. Searle & Co. 2000 N Trear Drive, DesPalines, II. 60018. The leak testing is accomplished every six months.

6.1 Specification of Radiation Safety Responsibilities and Duties Dr. John Melles who was previously identified in part 4, is responsible for control of the source and is the only individual who will use it.

He is also responsible for radiation safety.

In addition there is a Radiation Safety Committee _ composed of Homer Easley, Computer Science Chairman; Jim Freund, Head of Campus Security; Alan Stone, President of the College; and John Melles, Physics Department Chairman.

One of the primary purposes of-this committee is to insure that key person-nel on campus are familiar with the neutron source and its. whereabouts.

6.2 Personnel Monitorir.g The instructor and person responsible for handling the neutron source will wear a film badge to record whole body exposure. Students and all other personnel whose presence is required within the advanced physics lab will be required to wear a pocket dossimeter.

Cooper Page 4 September 28, 1979 6.3 Radiation' Survey The sealed neutron source has-been surveyed for gamma and neutron radiation levels in both the storage and uce configurations and the results are posted on the storage container and on the neutron howitzer. Supplemental surveys will.be done if there is any change in the shielding, use or location of the source.'

6.7 Sealed-Source Leak-Testing Provision

- As stated in part 5 we have a subscription service for our leak testing to be done by Searle Diagnostic, Inc.
