DF'PAftTNIENT OF' CHEMt3TBY DEltKELEY, CALIFOHNIA 94720 August 15, 1979 Mr. Joseph M. Hendrie, Chairman U. S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Hendrie:

On April 17 I took the trouble to write to you from Aus t ralia (whe re I was temporarily located) to point out an official recommendation of the General Advisory Committee of the Atomic Energy Commission of the early 1960's on a subj ect immediately relevant to the Three Mile Island disaster. A similar letter to Dr. Frank Press at the White House brought a prompt and personal reply indicating action appropriate to his office. Anothe r similar letter to Dr. Philip Abelson as Editor of Science has since been published. Now I have just received from NRC an undated form letter of acknowledgement; it carries Harold R. Denton's name, but its content indi-cates that no attention was given by anyone at NRC to my letter to you.

While I realize you have had great difficulties in the last several months, I also recognize when the recipient of a letter has handled it in a manner NOT to receive the information it conveyed. Your failure to receive important information from various sources, even within NRC, has been commented upon in responsible public media. I find this to be a most unfortunate, even tragic situation for our country and certainly for the nuclear program, when the head of the NRC isolates himself from information important to the performance of his duties.

Yours very sincerely,
