Response

The Fort Calhoun Station is equipped with only one liquid level measuring system located within containment whose signals are used to generate safety actions or are used to provide post-accident monitoring information as stated in the FSAR. This system is the steam generator level sensing system. This system consists of level indicating channels L-901 A/B/C/D and L-904/A/B/C/D. Four channels per steam generator input to a two-out-of-four coincidence matrix to trip the reactor on low steam generator level. A pre-trip alarm is also provided. All level measurement channels consist of a level transmitter and associated indicating and alarming equipment. The level transmitter measures the pressure difference between a reference column of water and the vessel water level. This reference column is a completely sealed system. In addition, two pressurizer level channels (L-101X,Y) are used to provide to independent level signals for control of the pressurizer liquid level. These signals are also used to de-energize the backup heaters on low low pressurizer level, provide input to two two-p,en-level recorders on the main control panel and actuate high and low pressurizer level alarms in the main control room. The second pen on each recorder records the programmed pressurizer level computed by the reactor regulating system as a function of the average reactor coolant temperature. The level transmitters are calibrated for the steam and water densities existing in the pressurizer during normal operation. The liquid level in the pressurizer is programmed to vary as a function of average reactor coolant temperature. This level setpoint is computed by the reactor regulating system and furnished to controls associated with these measurement channels. One of the two measurement channels is manually selected to furnish an actual liquid level signal to the controls. If these two signals differ, the level control adjusts the chemical and volume control system charging or letdown flow rates to make the difference equal to zero. The reference column is a com-pletely sealed system. e

Item 2 On those systems describcd in Item 1 above, evaluate the effect of post-accident ambient temperaturas on the indicated watcr level to determino any change in indicated level relative to actual watcr level. This evaluation must include other sources of crror including the effects of varying fluid pressure and flashing of reference icg to steam on the watur level measutomonts. The results of this evalua-tion should be presented in a tabular form similar to Tables 1 and 2 of Enclosure 1.

Response

OPPD has evaluated the effect of post-accident ambient temperatures on the indicated water level for liquid level measuring systems, within containment, from which signals are used to initiate safety actions or are used to provide post-accident monitoring infonnation. The goal of this evaluation was to determine whether any change in indicated level occurs relative to actual level. The results of this evaluation are presented in graphical form for the steam generator level in Figures 1-7 of Enclosure (1) and for pressurizer level in Figures 8-14 of Enclosure (2) Also, as a result of depressurization of the steam generators or pressurizer, boiling (flashing) might occur in the reference legs. This would result in erratic and unreliable readings. Since the flashing could be identified by the erratic readings, the system could at that time be identified as unreliable. It should be noted that although the bulletin requests the reference leg error, as a result of temperature and pressure, be provided in tabular form, the information is being transmitted as curves. These curves provide more meaningful data over the continuous range of consi de ration. Item 3_ Rcview all safety and control sotpoints derived from levcl signals to verify that the sotpoints will initiato the action required by the plant safety analyscs throughout the range of arbient temperaturcs encountered by the instrumentation, including accident temperaturcs. Provide a list of these satpoints. If the above revicws and evaluations requiro a revision of setpoints to ensura safe operation, provido a description of the corrective 2

Item 3 (Continued) action and the date the action was completed. If any corrective action is temporary, submit a description of tha proposed final corrective action and a timetable for implementation.

Response

OPPD has also reviewed all safety and control setpoints derived from level signals to verify that the setpoints will initiate the action required by the plant safety analysis throughout the range of ambient temperatures encountered by the level instrumentation, including accident temperatures. We have concluded that potential errors in level indication due to reference leg heating are not involved in the transients for which the low steam generator level trip is relied upon to provide a reactor trip for DBE's required by Fort Calhoun safety analyses. As shown in Table 1, the low steam generator level trip is relied upon for only: a) the excess load transient; b) loss of feedwater; and c) transient resulting from malfunction of one steam generator. For this reason, we do not believe that setpoint adjustments are needed to compensate for reference leg heating. We have provided in Figures 1 through 14 the corrections that should be applied to level measurements by plant operators during post-accident monitoring to assure accurate steam generator level and pressurizer level measurements. ) Item 4 Revicw and revisa, as necessary, cmargency procedures to includa specific inforcation obtaincd from the review and evaluation of items 1, 2, and 3 to ensura that the operators are instructed on the potential for and magnitude of crrancous level signals. All tabics, curves, or corrcction factors that would be applied to post-accident monitors should be readily available to the operator. If revisions to procedurcs are required, provido a completion date for operator training on the revisions.

Response

Emergency procedures are presently being revised to include specific information relating corrections that should be applied to level measurements by plant operators during post-accident monitoring and to assure that all applicable curves, tables, etc. relating level measuring correction factors are available. Fort Calhoun plant operators will be instructed on the potential for and magni-tude of erroneous level signals and will be instructed on use of level measurement correction factor curves and all other information appli-cable to these emergency procedures. Revision of these emergency procedures, as well as plant operator training for application of these procedures, will be completed on November 14, 1979. In addition, the emargency procedures and operator training will be revised to incorporate the information concerning reference leg flashing and the associated unreliable level readings.
