Since my concerns were not fully resolved I continued to follow-up a= fter leaving SONGS. For'the most part, both the NRC and SONGS have claimed tha= t=20 there is no validity to the concerns. I thought the issue was dead until = Paul sent out the E-Mails recently. No one knows the full truth about the curr= ent=20 situation with the Unit 1 pool. However inexpensive non-destructive testi= ng=20 and' inspection could be performed to learn more about what is happening w= ith=20 the pool and surrounding environment. For example small soil core drillin= g,=20 tracers, soundings, ultrasound, dyes, etc could be used to learn the trut= h. I 9703120100 970306 PDR ORG NRRA PDR (
..~ =. 'l suggested this to both the NRC and SONGS but they rejected the idea. I believe=20 they are afraid that some disturbing results may show up. Also it may pro = duce data which could be used against SONGS in future lawsuits since the pool = is=20 next to a public beach. 1 One'other interesting fact: Many of the specifications and drawings for t= he=20 Unit 1 pool could not be found in the plant document archive center. When= l I=20 asked both SONGS and the NRC to provide the documents they failed to resp = ond=20 positively. As-built drawings for the Unit i i pool do not exist and there = is no=20 QA/QC documentation to verify that the pool was properly constructed. Thi= s is all part of a long history of the nuclear industry deceiving the public w= ith=20 regards to the nuclear waste problem. The final bill to the taxpayer for=20 ultimate disposal of nuclear waste will make the savings and loan bailout look=20 like chicken feed. =20 From: PAUL BLANCH Sent: Friday, January 31, 1997 4:08 AM To: GLEN MILLS; GLEN MILLS; DAVE LOCHBAUM; Steven Dwyer; - RICHARD CLIFT;= JIM RICCIO; GEORGE GALATIS; ERNIE HADLEY; HENRY MYER; Robert M Keller

TRITIUM IN THE SAND Glen: A comment from Dave Lochbaum from UCS.=20 I have a question. By admitting the existance of high concentrations of=20 tritium in the monitor well, arn't they admitting the SFP is leaking and=20 they have no idea how much? I think the. press could have a' ball with this=
20 one. If SCE doesn't maintain the levelin the monitor well below the=20 ground water table, then won't the SFP water leak into the ground water.=20 It appears the monitor well is now one of th6 principal safety barriers.=20 This is the biggest bunches of BS I have seen in the past 2 days from the
=20 NRC. Don't drop this one. Ypu have them-by the balls. = =20 =20}}
