SUBJECT:

VIRGIL C. SUMMER NUCLEAR STATION, UNIT.N0. 1 PHYSICAL SECURITY PLAN As requested by Region II in their memorandum dated July 17, 1985, we have reviewed the proposed search commitments for Category IV materials as described in Amendment 12 to the V. C._ Summer Security Plan. There are no provisions in the regulations or guidance for unsecured 1.torage of packages outside of the protected areu between the time they are searched and finally admitted. However, such practice might be acceptable if it could be shown that there was no way to substitute packages or introduce dangerous' materials into the containers already searched.

Accordingly, your proposal needs to include methods that will be used to:

- Assure that the packages have in fact undergone a search (to prevent substitution or the addition of unauthorized packages to the items already searched)

- Prevent the introduction of dangerous material into the previously opened packages. Note that if seals are used for security purposes, the program should conform to the criteria in Regulatory Guides 5.10 and 5.15.

Until your response has been reviewed and approved, the changes made to definition 4 in Amendment 12 and the supplement to Amendment 12 are not acceptable.

The enclosure to your letter contains Safeguards Information of a type specified in 10 CFR 73.21 and is being withheld from public disclosure.
