Dear Mr. LippincoLL:

Your letter of June 29,19/9, to the Nuclear Regulatory Commission enclosed a copy of a resolution passed by the Cumberland County Board of Chosen free-holders regarding nuclear generating facililles, As a result of the accident at Three Mlle Island, task forces have been est.,blished within the fluclear Regulatory Commission to (1) give direct s' p; ort to Three Mile island on such mallers as core cooling, cleanup and recovery operations, (2) review responses by electric utilities to tiRC orders and bulletins, (3) identify, analyze, and reconoend changes in licens-ing requirements and in the licensing process based on ler. sons learned from Three Mile Island, (4) assure the continued safe operation of operating plants, and (S) complete work on unresolved safety issues. The result will he new or revised MRC regulations concerning such mallers as the training of operators, opera ting procedures, emergency planning, instrun.enta tion and design. Priority is helng given to plants that the flRC has ordered to shut down, plants that are operating, and plants that are near to being ready for operation, New require-ments will also apply to other plants under construction, where there is more time available for making changes.
