Other than the an'alyses made at the time of the accident, and shortly t
thereafter, no definitive evaluation of the hydrogen /exygen generatton rate during the accident at TMI has been made by or for the staff.
The staff was not able to characterize the radiolytic decomposition of water in the unusual post-accident conditions in the TMI-2 reactor coolant system.
We instead depended primari~1y upon requests for technical assistance from other organizations.
A summary of this assistance is j
contained in the enclosed memoranda and notes. The staff intends to obtain the information'and complete a comprehensive evaluation of this aspect of i
the accident under the auspices of the Commission investigati.on of the a ccident.

Although that eYaluation is not complete at th s time, the current under-standing, as summarized in the enclosed memorandum of June 13, 1979 from Thomas Murley, to Roger Mat.tson enclosure 1), is that after the initial clad-water reaction there was es(sentially no net production of or oxygen in the reactor vessel because the excess of hydrogen gas forced the recombination of any decomposition. products.
i In addition, the rate of production of hydrogen from radiolytic decomposition of the water in the containment was small compared to the containment volume.
