EPlan Concern November 1,1996.

Gentlemen:

I have a concern that our E-Plan Effective Response Time and Staffing is compromised with the recent " Duty Week" mandate by management.

Especially disconcerting is the manner in which my/our statements of concern have been effectively ignored and, in at least one instance, a question of concem was met with an unspecified disciplinary action in a broadcast email.

Prior to the " Duty Weeks," our ability to respond was never questioned or otherwise compromised except by (1) equipment failure. Now, the insensitivity of this " forced march" has more than one E-Plan responder stating (at BOTH PSL and PTN):"I'm turning my beeper off!" Another E-Plan responder I know has notified his supervisor tnat he is " unable to comply."

At least one responder lives a

  • minimum"* of 90 (ninety) minutes from his facility.

If our ERO is, in fact, required by Regulation to respond, we are likely NOT able to comply with the Regulation (s) for timely staffing.

Teams are identified by actions: not words.

Please, take a close look at not only "what we are asking our people to do" but, if that demand is realistic for employees as well as our Emergency Plan.
