Dear Sir:

As required by 10CFR 70.21(a), enclosed are six (6) copies of an amendment to the application for a Special Nuclear Materials License for the Palo Verde Nuclear Generating Station Unit No. 3.

The referenced letter, section 2.2.5 page 33, states that "All radiation detectors

.are tied to the Radiation Monitoring System (RMS) which will give local and remote alarm / readout to the control room and the radiation protecticn office." This amendment requests that the words, and the radiation protecti m office, be deleted.

The statement should now read; All radiation detectors are tied to the Radiation Monitoring System (RMS) which will give local and remote alarm / readout to the control room. The reason for the change is that the fuel building as well as the control room have monitoring alarms.

Also in section 2.2.5 second paragraph, insert the phrase " A criticality accident is not considered credible under the storage and handling conditions previously l

described in sections 2.2.2.1 and 2.2.2.2.

Therefore,'PVNGS is requesting an exemption from the provisions of 10CFR 70.24, as described, and in accordance with, 10CFR 70.24(d)."

Section 1.2.1, page 24, second to last paragraph should be changed for clarification and to be consistent with the Unit 2 license, item 19.

It now reads "The minimum l

possible edge-to-edge distance between a fuel assembly in the fuel inspection area and a fuel assembly in the fuel storage area (in its shipping container) is 48 inches." Change the term fuel storage area to shipping container laydown array.

So it now reads "The minimum possible edge-to-edge distance between a fuel assembly in the fuel inspection area and a fuel assembly in the shipping container laydown array is 48 inches." In no case will the edge-to-edge separation between the fuel assem than that provided for in the shipping containers.

nuclear supervisor has been' changed to Reactor Engineering Supervisor or his alternate. The alternate will meet the same qualifications as the Reactor Engineering Supervisor.

After review of this amendment, it has been determined that these changes would not cause undue risk to the health and safety of the public.
