DOCUMENTATION OF AUGUST 7, 1985 TELECON CONCERh HOPE CREEK SPECIAL NUCLEAR MATERIAL LICENSE APPLICATION HOPE CREEK GENERATING STATION DOCKET NO. 50-354 The purpose of this correspondence is to document the infor-mation conveyed during t.he telecon of August 7, 1985 between Mr.
I. Mermelsteir, Pubile Service Electric 6: Gas Company (PSE&G) and Mr. Kishore Kodali, Nucle.tr Material Safety and Safeguards (NMSS).
The subject telecon focused on PSE&G clarifying information previously submitted on Hope Creek docket to NMSS i? support of the Hope Creek Special Nuclear Materials (SNM) Licenst application, nnd providing errata corrections as requirec.
In addition, this corespondence documents NMSS verbal requestt for information, and PSE&G's response thereto.
With mespect to the above, items one (1) through three (3) below provide a summary of our discussions.
Item four (4) provides for~your consideration PSE&G comments pertaining to the draft Hope Creek SNM License.

With regard to the PSE&G response to Question 1 as pre-sented in letter from R.L. Mittl (PSE&G) to Walter Butler (NRC) dated July 10, 1985, PSE&G st'ated that the Nuclear Training Department will provide training for qualification of Maintenance personnel on the Pc1.ar Crane and for quali-fication of Operations personnel on the Refueling Bridge.

8/12/85 Materials Safety and Safeguards By copy of this correspondence, PSE&G notes that the Nuclear Training Department will provide training for qualification of Maintenance personnel on both the Polar Crane and Refueling Bridge.

Letter from R.L. Mittl.(PSE&G) to Fishore Kodali (NMSS) dated July 31, 1985 provided modification to the Hope Creek SNM license application dated May 23,.1985.
Our telecon discussions provided errata corrections to our July 31, 1985 submitral.
These corrections consist of the following:
A.
Page-ll, second paragraph provide a comma between
" hose stations, extinguishcrs, etc."
B.
F2go lla, section "c" should read "24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day fire watch (secu. tty guard) and fire brigade coveruge per the fire grotection program;"
C.
P a g e. l l t., section "c" should read " Dedicated fire aater storage of 75,000 gallons (6 hose stations 2or two hours).

Wita regard to your questions concerning correlating ths minimum technical requirements of the Public Service Startup Group (PSSUG) "Startup Manager",.to ANSI /ANS-3.1 -
j 1981 " Selection, qualification and training of personnel for nuclear power plants"; PSE&G notes that the "Startup Manager" shall meet the' minimum qualification of ANSI /
ANS-3.1 - 1981 section 4.4.6.
F 4.
Item 14b of the Hope Creek draft SNM license states, "The minimmt edge-to edge distance between the above three fuel assemblies, the shipping container array and the storage rack array shall be 12 inches."
PSEGG believes that this wording is ambiguous and may be inter-pretted in a manner which indicater-that three (3) assem-blies outside of approved shipping containerr must maintain a twelve (12) inch spacing frce each other.
This interpre-tation would present a severely limiting situation for fuel inspection operations in that it would not allow two (2) asseablies to be placed in the new fuel inspection J
. stand concur *ently as designed.
As such~PSE&G suggests the following be considered as acceptable wording for the subje7t.SNM license condition in the formally issued Hope Creek SNM license.
