Dear Dr. Soong:

This letter summarizes our telephone conversation of July 24, 1985. At that time I explained to you that new construction had resulted in the installation of chilled water pipes above the concrete structure (" neutron cavity") that houses our special nuclear material. The water pipes are part of a largo, closed, industrial cooling system.

.The cooling takes place through heat exchangers. A " manhole" has also been installed to provide service access to the chill water pipes. As requested, I have enclosed drawings of the facility.

A thorough review of the new construction indicates that there has been no compromise in radiation safety. However, on page six, paragraph one, of our license application, it is stated that "... nine and one-third feet of earth are above the ceiling of the cavity." The actual depth of the neutron cavity below grade was not changed by the construction. However, the depth is not uniform and is more accurately described as a minimum of approximately eight and one-quartor feet. Also, the chilled water pipes have been added. Please note there have always been water pipes in this general area for fire protection sprinklers in the neutron cavity and an adjacent fire hydrant. Consistent with page six, paragraph two, radiation (gamma and neutron) is not detectable (<0.2 mrom/h) at ground level above the cavity, or in the control room.

Similarly, no radiation is detectable in the manhole.

Water samples from the pipe region above the cavity did not show detectable activation under " worst caso conditions". The detection limits for this analysis were lower than the concentrations listed in Title 10 CFR Part 20, Appendix B, Table II, Column 2.
