August 27, 1985 RFW 85-0596 5211-85-2155 Mr. Hugh L. Thompson, Jr., Director Division of Licensing Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Thompson:

Subject:

Oyster Creek Nuclear Generating Station License No. DPR-16 Docket No. 50-219 Three Mile Island Nuclear Station (Unit 1)

License No. OPR-50 Docket No. 50-289 Integrated Living Scheduling for Plant Modifications (Generic Letter 85-07)

Your letter of May 2, 1985 (Generic Letter 85-07) requests Licensees document intentions regarding the implementation of the Integrated Living Schedule concept.

During the past year, we have implemented a long range planning activity for Oyster Creek (0C) and have recently initiated this activity for Three Mile Island Unit 1 (THI-1). Discussions with other utilities already having Integrated Living Schedules, and with members of your staff, indicate that a cooperative effort between GPU Nuclear and the NRC could benefit both organizations including improving our long range planning activity already initiated.

We agree with your assessment that the underlying benefits of adopting a preplanned, structured management approach to implementing plant changes is the added assurance that utility sponsored " plant betterment" projects will have an opportunity to be scheduled and completed along with NRC directed activities in an appropriate order of priority and significance.

With respect to timing; concerning OC, we have already started discussions with your staff and for TMI-1, assuming an early restart, we would propose starting disucssions with your staff in early 1986.
