We have reviewed your supplemental let.ter of November 28, 1984, in response to

our letter dated November 2,1984, regarding our Notice of Violation dated

July 26, 1984. We find that your reply addresses the concerns raised in our

Notice of Violation except for the following.

With respect to your answer to Question 3 of our November 2,1984, letter, we

find that your response raises a-further question regarding actions taken to

ensure that inspectors.are certified for the. full scope of inspection

,

activities to which they are assigned.. Since other matters regarding

inspector training and qualification were examined by the Technical Review

Team (TRT), you should consider answering this additional question in your

CPRT Program Plan.

Furthermore, we feel it is appropriate that the matter of

incomplete inspection of the crossover. leg restraints, as well as the cause of

your initially incorrect response to our Notice of Violation be . evaluated by

the Comanche Peak Response Team.

As a reminder, the matter of the main coolant system crossover leg restraints

i

remains a subject of litigation under Contention 5 in the hearing.

We will review your corrective actions regarding inspector certifications,

your evaluation of the matter by the CPRT, and your final corrective actions

to determine that full compliance has been achieved and maintained.
