Dear Senator Hatch:

We have reviewed the letter that Mr. Kenneth T. Roney of Springville, Utah sent to you concerning the Washington Public Power System Nucler.r Power Project 3 and which was attached to your July 13, 1985 letter to Carlton C.

Kamerer.

Our understanding of the current status of the project is based on recent submittals made by the utility. WNP-3 is in an extended construction delay and the Supply System has established a plant preservation and maintenance

. program. The Supply System has requested that the Construction Permit for WNP-3 be amended to extend the latest construction completion date from January 1, 1985 to July 1, 1989. As of this date, we have not been informed of any formal action by the Supply System Executive Board to establish a restart date for construction of WNP-3. The Supply System has requested, however, that the NRC continue to process the request for extension of the Construction Permit.

With regard to his other concerns, we have no information with which to respond to Mr. Roney's questions regarding the possibility of recovering some or all of his investment or whether the government will come to the " rescue" of the project, as these matters are beyond our purview.
