Inspection No. 50-322/85-27

This letter refers to the routine resident safety inspection conducted by

Messrs. Berry, Shedlosky and Conner on June 28, 1985 - August 2, 1985 at the

Shoreham Nuclear Power Station, Wading River, N.Y.

The inspection consisted

of observations of activities, interviews with personnel, and document reviews.

The results of the inspection are described in the NRC Region I Inspection re-

'

port enclosed with this letter and were discussed with members of your staff at

various times throughout the inspection period.

Within the scope of this inspection, no violations were observed. However, two

events, the opening of the 18" purge valves and the inadvertent reduction in

-

reactor vessel level, that occurred during the inspection period are cause for

concern. These events ir.volved procedural violation or operator error by li-

censed personnel and point up a need foi improvement in certain aspects of

plant operations. Specifically, there is a need for more strict attentiveness

to plant conditions and plant procedures by all licensed personnel, and for

senior licensed personnel remaining fully cognizant of all actions taken by

shift personnel. We note you have already implemented corrective actions in

these matters, and the results of these actions will be the subject of future

,

NRC inspections.

In accordance with 10 CFR 2.790(a), a copy of this letter, and the enclosures,

will be placed in the NRC Public Document Room.
