Region III has recently received allegations from an individual employed by Burns International Security Services, Inc. (BISSI) at Big Rock Point. The allegations being reviewed by the NRC pertain to alleged inadequate law enforcement response capability at Big Rock Point, and alleged untimely suspension action for a security officer employed at Big Rock Point.

Your staff is requested to provide us a copy of the most recent written law enforcement support agreements between Consumers Power Company and the State and county law enforcement agencies responsible to respond to Big Rock Point contingencies requiring law enforcement support. Additionally, information received and actions taken by BISSI in reference to the July 1985 decision to suspend a security officer at Big Rock Point for alleged misconduct while off duty is also required. Personnel-related actions after the suspension actions do not need to be addressed.

This letter confirms a September 9, 1985 telephone conversation between Mr. H. Cooper of your staff and Mr. G. Pirtle of my staff pertaining to the above issue.
